Sharon Jenkins Banks was appointed as Director, Human Capital Management for the Chief People Officer in April 2010. In this role, she oversees GSA human capital policy, program management, strategic planning and training including leadership development. Her office is also the primary liaison with the Office of Personnel Management and Office of Management and Budget for human resources matters. Additionally, she serves as the Deputy Chief People Officer.Prior to this appointment, Ms. Banks held the position of Acting Regional Administrator for GSA's National Capital Region (NCR) since January 2009. As the head of the National Capital Region, Ms. Banks oversaw a real estate portfolio of 93 million square feet - an inventory of over 880 government-owned and leased facilities that house nearly 300,000 federal workers. GSA's National Capital Region serves federal agency clients throughout the Washington, D.C., metro area including Maryland (Montgomery and Prince George's counties) and Virginia (the cities of Alexandria and Falls Church and Arlington, Fairfax, Loudoun, and Prince William counties).She also oversaw the Federal Acquisition Service (FAS), that includes the WITS program - a comprehensive end-to-end telecommunications service that supports over 90 Federal agencies with more than 750,000 customers in the Washington, DC metropolitan area; and the Assisted Acquisitions Program that provides acquisition support, project management and financial management support to assist Federal agencies in identifying and acquiring professional services and technology products and solutions.Ms. Banks previously served as NCR's Deputy Regional Administrator where she was responsible for directing the day-to-day operations of NCR's Staff Offices to include Human Resources, Equal Employment Opportunity, Acquisition Management, Budget and Financial Management, Security and Emergency Management, Program Support and human resources services to small boards and commissions, while assisting with the planning and directing of all other activities as they relate to regional functions. In previous capacities, Ms. Banks served as the Director of the Public Buildings Service's (PBS) Metropolitan Service Center where she was responsible for multi-discipline oversight for tailoring solutions to meet federal agencies' unique requirements for real estate, acquisition, construction and financial needs. Previously, she was the Deputy Director of Assets for the center, and has also served as the Acting Deputy Director of Business and Customers for the same team. During her GSA career, she has served as a supervisor in the Employee and Labor Relations Branch of the Human Resources Division; Special Assistant to the Deputy and Associate Regional Administrators; and was Special Assistant to the Assistant Regional Administrator for PBS. She has served as the Acting Director of the GSA/NCR Human Resources Division as well.
Ms. Banks has also served in various capacities throughout more than 35 years of Federal Government service and has received numerous awards for outstanding accomplishments. She has worked at the National Labor Relations Board, the Department of Veteran Affairs, and as the Director of Administration for the National Capital Planning Commission.Ms. Banks is a 2007 graduate of the Federal Executive Institute's Leadership for Democratic Society, a certified Project Manager, a 2002 graduate of the John F. Kennedy School of Government at Harvard University, and a 1992 graduate of the Executive Potential Program. She is a native of North Carolina and holds a Bachelor of Science degree in Organizational Management from Columbia Union College.

Suzy Barker was appointed Director of Human Resources for the U.S. Department of Labor in May 2008. Over her 30-year career in government, Ms. Barker has served in every aspect of Federal human resources (HR) management and has worked for other agencies in addition to Labor, including the Internal Revenue Service, the Environmental Protection Agency, and the Office of Personnel Management.While at the Office of Personnel Management (OPM), Ms. Barker served as Director, Staffing Policy, and Manager, Recruiting, Examining and Qualifications Group. Among her major accomplishments at OPM are the development of the original Federal regulations concerning Student Loan Repayment and of the Federal Career Intern Authority, an innovative approach that has found wide success across all government agencies. She also directed the development of regulations stemming from the Department of Homeland Security Act, including those pertaining to Category Rating, Direct Hire Authority, and Voluntary Early Retirement Authority.Ms. Barker took charge of human resources policy and accountability at the Department of Labor in 2003. Her highlight accomplishments include the revitalization of the Department's human resources management accountability program; the resolution of policy issues associated with the automation of staffing procedures; the development of the Department's competency-based human resources system; and leading the attainment of one of the highest scores among Federal agencies on OPM's Performance Appraisal Assessment Tool. She also served as the Department's Competitive Sourcing Placement Official.In her current position as HR Director, Ms. Barker serves as the principal advisor to Department of Labor executives and senior agency managers on the impact of policies, proposals, and decisions on the strategic management of human capital including the Department's planned transition to an HR Shared Service Provider.

Captain Barrett is a native of Worcester, Massachusetts. He attended the College of the Holy Cross and graduated with the class of 1984.Upon commissioning through the Naval Reserve Officer Training Corps (NROTC), he was assigned to USS DENVER (LPD 9) serving as Auxiliaries and Main Propulsion Division Officer and Main Propulsion Assistant. In 1988, Captain Barrett served as the Assistant Combat Direction Center Officer on USS CARL VINSON (CVN 70) under the Carrier Readiness Improvement Program (CVRIP). On completion of this tour, he reported to the Navy's Bureau of Personnel in Washington D. C.During his Washington tour, Captain Barrett augmented NAVCENT staff, embarked USS BLUERIDGE (LCC 19), during Operation Desert Storm, serving with distinction as Flag/Battle Watch Officer and Port Loader. In 1992, Captain Barrett served on USS CUSHING (DD 985) as Operations Officer. He followed this assignment with a tour as Navigator on USS TARAWA (LHA 1). Other sea tours include assignments as Executive Officer on USS MOUNT VERNON (LSD 39) and Operations Officer on USS BELLEAU WOOD (LHA 3) during the Global War on Terror.Captain Barrett holds a Bachelor of Art's Degree in Political Science from Holy Cross, a Master of Art's Degree in National Security and Strategic Studies from the Naval War College, Newport, Rhode Island, and an Executive MBA from the Naval Postgraduate School. He is also a graduate of the Armed Forces Staff College.Upon completion of Joint Officer training, Captain Barrett was assigned as the Naval Advisor to the U.S. Ambassador to the United Nations and U.S. Navy representative to the United Nation's Military Staff Committee. In this capacity, Captain Barrett was the Joint Staff representative at the U. S. Mission in New York.In 2003, Captain Barrett was the Navy's Federal Executive Fellow at Harvard University's Olin Institute for Strategic Studies. Upon completion, he reported to Navy Recruiting District, San Diego as Executive Officer and took command in December 2004. He led NRD San Diego to the #1 Recruiting District in the Nation for 2004, 2005, and 2006. She is responsible for setting the Agency's workforce development strategy; assessing workforce characteristics and future needs based on the Agency's mission and strategic plan; aligning the Agency's human resources policies and programs with organizational mission, strategic goals, and performance outcomes; developing and advocating a culture of continuous learning to attract and retain employees with superior abilities; identifying best practices and benchmarking studies; and serving as a member of the Office of Personnel Management-led Chief Human Capital Officers Council.Ms. Dawsey joined NASA in April 2004, returning to Federal service from early retirement to serve as the Director of the Agency Human Resources Division within the Office of Human Capital Management. In her role as Director, she was responsible for establishing a broad range of Agency-wide human resources programs.During her previous Federal career, Ms. Dawsey developed an extensive background in all aspects of human resources (HR) management while holding HR specialist and manager positions at the Department of Transportation, Office of the Secretary; Department of Agriculture; NASA's Goddard Space Flight Center; and the Federal Trade Commission. Her experience also included positions of increasing responsibility in the Office of the Inspector General, Department of Transportation. From 1993 to 1995, she served as Deputy Assistant Inspector General for Inspections and Evaluations, Department of Transportation, where she directed a staff in providing independent and objective inspections and evaluations of the Department's programs and operations to detect fraud, waste, abuse and mismanagement.Ms. Dawsey received her B.A. from the University of Maryland. She has been appointed by the President of the United States and confirmed by the U.S. Senate to four senior leadership posts in government. Immediately prior to joining the National Academy, she served as the U.S. representative on the Board of Directors of the World Bank, an institution dedicated to the eradication of poverty through sustainable economic development. As head of the Academy, which includes the prestigious Acquisition Intern Program, Ms. Doyle formulates and delivers the strategies needed to develop acquisition business advisors. With more than 28 years of experience as an acquisition professional in both the federal and private sector, she is responsible for training the VA acquisition workforce by instilling essential competencies and skills, establishing career development programs, and developing meaningful experiential learning opportunities. Ms. Doyle received the Chief Acquisition Officers Council 2009 Team Acquisition Excellence Award for demonstrated excellence in acquisition management and workforce development. From 2002 through 2008, Ms. Doyle served as an Executive Director at Acquisition Solutions, Inc., where she directed the Acquisition Solutions Training Institute. In this role, she built a high-quality training program designed to develop exceptional federal acquisition professionals capable of leading successful projects. This premier training curriculum helped government agencies transform their acquisition practices and become change agents to improve acquisition results. Prior to her time in private industry, Ms. Doyle spent 22 years in federal acquisition, capped by her experiences at Department of Commerce headquarters, where she served as Deputy Senior Procurement Executive, Director of Acquisition Policy and Programs, Director of Acquisition Services, Head of the Contracts Office, and Chief of Acquisition Policy.She also served as a senior acquisition official at the National Institute of Standards and Technology (NIST), in Gaithersburg, Md., as Supervisory Contracting Officer and Team Leader in the Acquisition and Assistance Division; as well as a Supervisory Grants Officer and Team Leader, leading the Advanced Technology Program. Ms. Doyle spent the first 16 years of her career with the Department of Defense, where she began as a procurement intern. She progressed through the contracting career field, ultimately assuming the duties and responsibilities as a Contracting Officer at the U.S. Army Medical Research and Materiel Command. She was awarded the Department of the Army Achievement Medal for Civilian Service in 1995 for her outstanding work in re-engineering the U.S. Army Medical Research Acquisition Activity's source selection and evaluation process.Ms. Doyle holds a Master's Degree in Business Administration from Hood College and a Bachelor of Science Degree in Business Management from the University of Maryland. Jonathan Gleason serves as the Data Management Team lead for the Clouds and the Earth's Radiant Energy System (CERES) experiment. CERES uses multiple in-orbit instruments on multiple platforms to study the role of clouds and the Earth's energy cycle in global climate change. CERES data products include measurements of both solar-reflected and Earth-emitted radiation and estimates of long and short wave radiation from the top of the Earth's atmosphere to the surface. In this capacity, Mr. Gleason is responsible for the implementation of science algorithms and maintenance of the related CERES calibration, validation, and production software. As a member of the CERES Science Team, Mr. Gleason interacts with CERES working group leads and the Langley Atmospheric Science Data Center to produce, archive, and publically distribute all CERES data products.
Mr. Gleason joined NASA in 2005 through NASA's Cooperative Education program and served as the Lead for Technology and Information Systems and subsequently the Assistant Program Manager for the DEVELOP National Program from 2005 to 2009. He obtained a Bachelor of Science in Computer Science from Christopher Newport University and a Master of Science in Computer Science from Old Dominion University.

Under her leadership, the Center for Workforce Planning and Policy Analysis conducted statistical analysis and analytical workforce/human resources studies and provided actuarial support for all OPM offices and other central management agencies. The Center initiated the Federal Human Capital Survey, which has provided valuable information to shape the management of the Federal workforce.Previously, starting in November 1987, Mrs. Kichak was the Director of OPM's Office of Actuaries. In that position she was responsible for the planning, direction, and execution of actuarial analyses required for the administration of Federal employee benefits programs, with a primary emphasis on health, life, and long-term care insurance programs. Under her direction, premiums were negotiated with plans that participate in the Federal Employees Health Benefits Program, valuations of the Civil Service Retirement System were conducted, premiums for Federal Employees Group Life Insurance were set, and actuarial liabilities were determined and incorporated into the agency's financial statements.In 2008, the American Academy of Actuaries honored Mrs. Kichak with the 2008 Robert J. Myers Award for Public Service for her distinguished contributions as an actuary in public service.In 2003, Mrs. Kichak was awarded the Presidential Rank Award of Distinguished Executive for sustained extraordinary accomplishment in the management of Government programs. Mrs. Kichak had previously received the Director's Award for Meritorious Service for her role in the development of a long-term care proposal to protect Federal employees from the financial devastation caused by chronic long-term illness. LaChance received the Postal Service's prestigious Postmaster General Award in 2004, as well as Vice President Awards in 2001, 2002, and 2004. She earned an undergraduate degree from Emmanuel College in Boston, Massachusetts and a Masters of Arts in organizational management at George Washington University.
LaChance holds the professional certification of Senior Professional in Human Resources and is a member of the Human Resource Planning Society and the American Society of Training and Development.

Through his analysis work at GSFC, Norman has helped influence the design of many science missions, missions which seek not only to expand humanity's knowledge of the universe, but also the scientific capability of the nation.With both undergraduate and graduate level degrees in Aerospace Engineering, Norman counts working for NASA as both the fulfillment of a dream and a distinct honor and privilege. He has worked on a host of missions at NASA, including the James Webb Space Telescope, the Lunar Reconnaissance Orbiter (LRO), the Gravity and Extreme Magnetism Small Explorer Mission (GEMS), and is currently working on the upcoming Magnetosphere Multiscale Mission (MMS) at Goddard.As someone who seeks a challenge and always strives to push the boundaries of what they know and what they can learn, working at GSFC has been a tremendous technical and professional experience for Norman. In February 2010, Director of National Intelligence Dennis Blair appointed Paula Roberts to the Senior National Intelligence Service as the U.S. Intelligence Community's Chief Human Capital Officer. In this position, Ms. Roberts leads the design, development, and execution of human resources strategies, plans, and policies in support of the men and women who serve in our nation's intelligence agencies.

Before assuming her current position Ms. Roberts served as the Director of the Human Development Directorate at the National Geospatial-Intelligence Agency (NGA). In this position, she partnered with senior NGA leadership on workforce initiatives to achieve mission success, providing integrated programs that attract, engage, develop, and retain a world-class workforce and foster a positive, creative Geospatial-Intelligence (GEOINT) culture.

From March 2006 to December 2008, Ms. Roberts served as the Deputy Director of the Analysis and Production Directorate (P) ensuring the provision of timely, relevant, and accurate Geospatial Intelligence analysis, data, and services to customers in support of the nation's interests at home and abroad. Ms. Roberts was responsible for overseeing the day-to-day operations of the 4,000-person P Directorate, including resource management, tradecraft and cross-directorate integration.

Ms. Roberts also served as the NGA Equality Executive (EX) and as the Deputy to the NGA Chief Operations Officer. As the EX, Ms. Roberts was the senior manager focused on NGA's commitment to a culture of partnership, diversity, collaboration, creativity, risk-taking, and mutual trust and respect. As Deputy to the Chief Operations Officer, she shared responsibility for NGA's governance structure and Mission Support Offices. Ms. Roberts previously served as NGA's Comptroller. In this capacity, she exercised the authority and responsibility for planning, organizing, directing and implementing an integrated resource and financial management system that includes program analysis and evaluation, budgeting, financial management, cost activities and manpower and management analysis.

From July 2000 to September 2001, Ms. Roberts served as the NGA Chief of Staff. She also spent one year as a Special Assistant to the Assistant Director for Central Intelligence for Collection at the Community Management Staff. When she entered the Senior Executive Service in 1996, she was assigned as the Associate Director for Production Integration in the Geospatial Information and Services Office. During this four-year period, she programmed and executed resources for a 3,600-person production organization.

Ms. Roberts was born in Manhattan, New York. She was graduated from Morgan State University with a Bachelor of Science degree in mathematics. She also holds a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces at the National Defense University.

As the Director of Acquisition Policy, Workforce Development, and Evaluation for the FAA., Cindy Rooney oversees agency-wide lifecycle acquisition policy and leads acquisition workforce planning and career programs, to ensure the agency as the technical and procurement expertise necessary to manage large, complex acquisition programs for the National Airspace System. She chairs the Acquisition Workforce Council and serves as a member on the Acquisition Executive Board, providing integration between acquisition policy, processes, and workforce planning and development.

Cindy joined the FAA in 1999, leading Workforce Planning and Development for the Office of Research and Acquisitions. Most recently she served as the Director of Leadership and Professional Development and the Acting Director of Workforce Services in FAA's Air Traffic Organization.

Prior to joining the FAA, Cindy served as the lead for acquisition plans and reporting for an acquisition program office under the Office of the Secretary of Defense. The "joint" program required Cindy to work closely with senior personnel from across the military departments and Defense agencies to develop and coordinate acquisition plans related to system development, testing, training, deployment and sustainment strategies and activities. Other positions she has held include Associate Director of the Executive Institute at the Naval Air Systems Command.

Cindy has received many performance and achievement awards, including FAA's Acquisition Excellence Award and the Air Traffic Organization's Leadership award. She graduated with High Distinction from the University of Virginia and completed graduate studies at Virginia Tech.

Mrs. Seckinger serves at the Workforce and Career Development Officer for the Centers for Disease Control and Prevention, Office of the Chief Operating Officer, Human Capital Management Office. She provides leadership, guidance, consultation and technical assistance on Strategic Human Capital Management through planning, policy and program development. She collaborates closely with senior management teams to achieve agency goals and objectives and serves on the Excellence and Learning Council to liaison with other centers/offices on cross-agency workforce and career development activities.
Mrs. Seckinger has 25 years of Federal experience concentrated in human resources and career development. Ms. Seckinger served as the CDC Organizational Improvement Lead for the Office of the Chief Operating Officer. In this capacity, she worked closely with all of the business offices to help transition more than 3,200 employees and associated budget and resources into the new organizational structure. While in human resources, she worked as the Principal Advisor to the Director. In this role, she provided advisory services on human resource solutions to organizational business needs and strategic human capital planning. She also served as a Senior Human Resources Specialist developing performance metric tracking systems; workforce and buyout plans; internal operating procedures and policies; and training courses. Prior to this position, she had oversight responsibility for an office responsible for processing personnel actions; retirement and benefits; personnel security; and payroll activities.
Since Ms. Seckinger came to CDC in 1997, she has had the opportunity to serve as a key advisor and/or project lead on numerous enterprise-wide system implementations such as Capital HR (PeopleSoft), HHS Careers (QuickHire), and UFMS (Oracle). Her experience includes designing systems based on business requirements and identifying and addressing the "people and organizational" implications associated with the implementation of major technology, process and organizational transformation. Her most recent endeavor involved leading a team to design, develop and implement an Online Recruitment Guide tool for managers.
Mrs. Seckinger has worked for several other Federal agencies during her career including the Department of Army, Fort Benning, GA; US Army Missile Command, Huntsville, AL; and the Veterans Administration, Atlanta, GA in various positions.
Dawn earned a Bachelor of Science Degree in Business Management and an Associate Degree in Business Administration from Troy State University.

Mr. Sep�lveda brings over 25 years of experience as an innovative leader in the public and private sectors. As Deputy Director of the Office of Personnel Management (OPM) during the Clinton Administration, Mr. Sep�lveda led various initiatives to promote greater diversity throughout the
U.S. Government, including increasing the representation of Latinos within the Federal workforce. While at OPM, he served on the White House Interagency Task Force on Asian American and Pacific Islanders, the President's Council for Y2K Conversion, and the President's Council on Integrity and Efficiency. He recently served on the Obama-Biden Presidential Transition Team as an advisor to the OPM agency review team.
Before joining OPM, Mr. Sep�lveda successfully managed a $5 billion portfolio of federally-insured hospital mortgages at the U.S. Department of Housing and Urban Development. He also led efforts to restructure and reengineer several major programs within the Federal Housing Administration. From 1996-1997, he worked at the White House in the Office of Presidential Personnel.
Since 2004, Mr. Sep�lveda has served on a special panel advising the Director of National Intelligence and various intelligence agencies on human capital and diversity policy issues. For the past several years, he worked as a senior executive in the housing finance industry.
Before coming to Washington, D.C., in 1993, Mr. Sep�lveda held various local and state executive and appointed positions in Connecticut. Early in his career, he taught political science at Hunter College and Yale University.
A native of New York City, Mr. Sep�lveda holds two Masters degrees from Yale University and a Bachelor of Arts degree from Hunter College.

Linda Taglialatela, Deputy Assistant Secretary of State for the Bureau of Human Resources, was born in New York. A member of the Senior Executive Service since 1997, Ms. Taglialatela is a graduate of the State University of New York (BA) and Virginia Polytechnic Institute and State University (MBA). In 1973 she began her government service as a management analyst with the General Accounting Office (now the Government Accountability Office). Six years later, she went to work in the Office of the Inspector General at the Department of State, where she served first as an Audit-Qualified Inspector and later as the Special Assistant to the Inspector General. She then became the Administrative Officer for the Office of the Coordinator, International Communications and Information Policy. Ms. Taglialatela oversaw the full complement of administrative services as the Office of nine individuals transitioned into a full fledge bureau with some fifty people. Three years later she was assigned to the American Embassy in Bern, Switzerland where she served as Administrative Officer, providing the full range of administrative functions to seven federal agencies. She returned to Washington to serve first as the Deputy Director and then the Director of the Office of Resource Management and Organization Analysis in the Bureau of Human Resources. In 2002 Linda Taglialatela became a Deputy Assistant Secretary for State in the Bureau of Human Resources.Linda Taglialatela has been a strong supporter of community service. She has been a strong advocate of Civil Service development and training and has mentored numerous employees. In addition, she served as the Treasurer and then President of the Diplotots Board of Directors, the State Department's Childcare Center. She also was a member of TWIGs, a service organization that provide support to Alexandria Hospital as well as the Alexandria community.During her career Ms. Taglialatela has received numerous awards and recognition for her performance. In 2004 she was the recipient of a Meritorious Presidential Rank Award.

Dr. George L. Tanner is a member of the career Senior Executive Service and currently serves as
the Chief Learning Officer for the Department of Homeland Security. In this role, he is

joining the Department in 2004, he has served in several positions of increasing responsibility
including Chief Learning Officer for the Directorate for Preparedness, Director for Training and

Dr. Tanner is a retired active-duty Army officer. He spent the majority of his last decade of

including Professor of Strategic Intelligence, Associate Dean for College Programs, Senior Army
Advisor, and Academic Department Chairman. He also served as an adjunct professor on the
faculty of American Military University (AMU) from 2000 to 2005.
Dr. Tanner holds Masters and Doctoral level degrees in Political Science. He also graduated with
"Highest Distinction" and received the Directors Award for Academic Excellence from the Naval
War College, from which he also holds a Masters Degree in National Security Studies. Notably,
Dr. Tanner's dissertation entitled The Problem of World Order When the World is Your Village
Versus Your Globe is listed by Proquest, the worlds largest dissertation service and online data
provider, as being on their best seller list five times since 1997--three as the #1 best selling
dissertation in North America--an unprecedented accomplishment according to Proquest.
Dr. Tanner has received numerous awards for exceptional performance during his civilian and
military careers including the Department of Homeland Security 2007 "Secretary's Team Award"
for his leadership in establishing the DHS Homeland Security University system, the U.S. Army's
Legion of Merit and several Defense Meritorious Service and Army Meritorious Service medals.
He is also the recipient of the Robert D. Beland Memorial Award for Excellence in Teaching
recognizing him as the National Defense Intelligence College's Outstanding Faculty Member for
1996-97. He is married to Tanya M. (Wenzel) Tanner, who serves at the Defense Advanced
Research Projects Agency (DARPA). George and Tanya reside in Alexandria, Virginia and have two children-Richard and Andrew.

David served as the regional manager for the western United States, and he represented the Secretary of Commerce in the development of the first unified federal trade-promotion budget. Prior to Commerce, David was the research analyst at a Washington tax lobby.Most recently, David helped TSA develop strategic plans, position itself for improved Program Assessment Rating Tool scores, and integrate budget and performance. He has an SES certification from OPM, and he led the establishment of an intergovernmental revenue forum for the National Academy of Public Administration.He graduated at the top of his class with a degree in international relations from the University of Tennessee, and spent two years studying in Germany.
