David Clark is Senior Vice President of Human Resources and the Chief Learning Officer for American Express. He is responsible for Global Talent Development, including employee development, leadership development, performance management, change management, organization capabilities and platforms.
David joined American Express in 2008 as Vice President and originated the role of Chief of Staff for global Human Resources. As Chief of Staff, David was a senior adviser to the Chief Human Resources Officer and the senior HR leadership team. He was responsible for employee development and engagement activities, communications, and strategic planning for human resources. David also served on the Company’s Bank Holding Company Operating Committee during the transition of American Express to a bank holding company. In 2010, David became senior business partner for the Enterprise Growth business. As the chief architect of the Enterprise Growth human capital plan and related strategies, he worked to build out the organization and build new capabilities to gain scale in new business areas. He currently sits on the American Express Political Action Committee Board of Directors and on the Enterprise Growth Wholly Foreign Owned Enterprise Board of Directors in China.
Before joining American Express, David held senior positions in the United States federal government, most recently at the White House as Deputy Assistant to the President of the United States. As a member of the White House Senior Staff, David supported the President and his cabinet in recruiting, managing and developing talent, engagement, diversity, and succession planning. He met with the President to recommend candidates for senior government positions, including the President’s cabinet, heads of agencies, ambassadors, and other senior government posts.
Prior to his White House appointment, David held a number of senior U.S. federal government positions including Counselor to the Chairman and Director of Government and Industry Affairs at the U.S. National Transportation Safety Board (NTSB). Before joining the NTSB, David was Executive Assistant at the Research and Special Programs Administration at the U.S. Department of Transportation and spent five years on Capitol Hill working for two members of Congress and working on six successful congressional campaigns.
David is the recipient of the U.S. Secretary of Transportation’s Team Award for his work in creating the Department of Transportation Crisis Management Center following the September 11th terrorist attacks. In 2003, David was awarded the U.S. Coast Guard Meritorious Public Service Award, the second highest non-lifesaving medal, for his leadership in the U.S. Coast Guard transition to the newly formed Department of Homeland Security.
David is an Eagle Scout and in 1995 served as the National Vice Chief of the Order of the Arrow, a National Boy Scouts of America service fraternity with more than 200,000 members around the world. He is a National Board Member of the Make-A-Wish Foundation of America. David earned a Bachelor of Arts in political science from Indiana State University and lives in the metropolitan New York area.
