Chief Learning Officer for National Reconnaissance University (NROU)

Mr. Shelby took over as the Chief Learning officer for National Reconnaissance University (NROU) in late 2010.  The NRO designs, builds and operates the nation's reconnaissance satellites.  NRO products, provided to an expanding list of customers like the Central Intelligence Agency (CIA) and the Department of Defense (DoD), can warn of potential trouble spots around the world, help plan military operations, and monitor the environment.  As CLO, Mr. Shelby directs all learning conducted across the NRO via the six University schools: School of Leadership & Professional Development; School of Engineering; School of Warfighter Support; School of Enterprise Support; Acquisition Center of Excellence, and Imagery Intelligence (IMINT) Center of Excellence. For the 3 years that preceded his joining NRO, Mr. Shelby was the Deputy Chief Learning Officer and Staff Director for the Office of Learning and Career Development, Defense Intelligence Agency (DIA).  There he directed the headquarters staff and all student support services; and, oversaw the operations of eight divisions: Learning Innovation & Technology; Leadership and Professional Development; HUMINT Career Development; Joint Military Attaché School; Joint Military Intelligence Training Center; Intelligence Community Enterprise Learning; Joint Counter Intelligence Training Academy; and, DIA Foreign Language.

Before his career in federal service, Mr. Shelby served for 24 years in the U.S. Marine Corps.  His final four years were with Training & Education Command at Quantico, VA where he led ground training and unit readiness programs; managed two Instructional Management Schools; developed ground training standards and training policy; and served as an IG inspector for several training programs.

Mr. Shelby has Bachelors of Arts degrees in English and Business from The Citadel (Summa Cum Laude); a Master’s in Adult Education and Instructional Design from George Mason University; an MBA in Human Resources Management from Northcentral University; and, is certified by the Human Resources Certification Institute as a Senior Professional in Human Resources (SPHR).
