Group Charter

HCI's Workforce Planning Workgroup is dedicated to best practices and next generation strategies for managing strategic and tactical workforce planning challenges. This group focuses on core issues related to short and long-term workforce planning, analytics, governance models, and managing complexity.

Our workgroup offers strategic HR leaders, workforce planning executives, and HR generalists a collaborative and confidential forum in which to exchange insights and solutions with executive peers and thought leaders on their most critical challenges and issues.

2010-11 Framework:
Balancing Strategic & Operational Imperatives

Since the economic downturn began, unprecedented levels of uncertainty have made forecasting future workforce needs more difficult than ever. Whether it be from frequent internal rapid reorganizations, downsizing, or accelerated M&A activity, many organizations are struggling to manage their current talent pool, much less plan for the next one, and developing a value-added strategic workforce plan given the wide range of future scenarios challenges many companies. Moreover, organizations feel an ever-greater tension around balancing short-term tactical considerations against the need for strategic planning and a well-developed long-term view on the workforce.

In this context, strategic workforce planning, with its careful attention to the alignmentof future talent and business needs, has emerged as a significant business opportunity for most organizations.

HCI's Workforce Planning Workgroup enables its members to overcome the challenges and seize the opportunities facing workforce planning professionals today, including:

  • Migrating from tactical, headcount-focused workforce planning, to strategic, talent-based workforce planning
  • Capitalizing on the opportunity to acquire top talent
  • Coping with rapid change and uncertainty when conducting strategic workforce planning
  • Mitigating workforce risks identified in the planning process
  • Segmenting the workforce effectively
  • Developing and implementing credible workforce plans that account for multiple potential scenarios

The Year Ahead

Having established an initial charter for the year at our Founder's Meeting in March, our tentative agenda for the year is (subject to continual member input):

Developing Workforce Analytics Capabilities

  • Developing agile WFP models
  • Aligning systems with process and strategy
  • Establishing the right governance mechanism for analytics
  • Using workforce analytics to drive your organization's talent strategy and inform your most important decisions: hiring, promotion, compensation
  • Combining business, finance and workforce data to deliver insight to the business

Overcoming Challenges in Operational Scale

  • Developing a lingua franca for WFP
  • Balancing standardization and flexibility imperatives in the WFP process
  • Establishing effective governance mechanisms for the WFP process
  • Distinguishing optional from required WFP activities in a complex operating environment
