Al leads the IRS enterprise portfolio management evaluation team. In this role, Al leads the portfolio management evaluation process, collaborating with stakeholders on key technology initiatives. Annual operational analysis reviews are conducted on major information technology investments, and semi-annual post-implementation reviews are conducted on information technology projects under major investments, and Al reports results to executive leadership and the Department of the Treasury.
Prior to this appointment, Al Watson served as the Chief, Workforce Organization and Transition, Capital Management Office, Wage and Investment (W&I) Division, IRS. He led the development and implementation of the W&I Strategic Workforce Planning efforts, focusing on staffing and recruitment, organizational design, position management, and human resources systems.
Al is a results-oriented business professional and held increasingly responsible managerial and staff positions during his 30-year career with IRS in facilities management, auditing, learning & education, human resources, publishing, taxpayer assistance, and business modernization. He served as an officer in the U.S. Army before starting his IRS career.
A native of Illinois, Al holds a bachelor's degree in business administration from Western Illinois University and is a certified project management professional and strategic workforce planner. He holds a master's certificate in project management from George Washington University and has a Lean Six Sigma Green Belt certification from Southern Polytechnic University.
